It’s a toss up between him, Jermell, and Haney. Jermell was and is overrated and avoided Hurd, Lara, Crawford, Tszyu. Haney got a gift versus a much smaller Loma, went 12 rounds with broken down Gamboa, and put on 25 pounds against Prograis. Got worked by Ryan who isn’t great or highly skilled. Charlo only lost once at 154lbs and avenged his only lost at 154lbs.
Hindsight is 20/20 tyszu isn't want most thought. Yes his corner messed up his undefeated record but he got a bigger beat down from that Russian then Charlo did when he moved up to face canelo. Plus Charlo is 1-1 in undisputed fights. Currently Bivol and Beterbiev are 1-1 in undisputed fights and that record will stand since the third fight isn't for undisputed.
Yes Charlo ducked Lara. Alot of people did. Also for ducking Crawford, Charlo signed on to fight Canelo before Crawford beat Spence.
I am just playing devil's advocate. I definitely think Devin is towards the bottom but theres a few names on the bottom too if we cut this list in half it is what it is. Either way becoming a 4 belt champion is not easy.
Uysk, Crawford, Hopkins & Inoue gotta be the top half. I gotta sort rest out, but Taylor is at the bottom for me...

You make a pretty good argument in favor of Haney being the worst thus far and not Taylor who at his best looked pretty good but just fell off very shortly after. Haney on the otherhand hasn't really impressed or looked great other than against Kambossos who is just decent, not great, and Prograis who also fits into that same category.
