Does the Popular vote for the President of the United States of America actually mean anything, with the exception of the case being that the Electoral College vote ends in a tie? .......Rockin'

I found my answer. The popular vote actually puts in the winning parties people who are to vote for the pres/vice-pres as the state sees fit.
.

Correct. If there is a tie in the electoral votes Congress becomes the tie-breaker.

Why would he go through all of that expense to track down non-existent voters when Trump won? Had it gone the other way I'm sure he would have.
