Youre not an idiot so pay attention to the article and what he actually said.

He stated he believes there could be voter fraud, not that there is.

If he had said there definitively was voter fraud, hed be asked for proof. By saying it the way he did, he knew he wouldnt be asked for proof because you can believe anything you wish.
He said he believes there 'is' voter fraud, not that there 'could be'.

"Chair of the Federal Election Commission Trey Trainor believes voter fraud is taking place in states still counting ballots."

I do believe that there is voter fraud taking place in these places,?he said. Otherwise they would allow the observers to go in.?br />
He called the election illegitimate, as states and election workers aren't following state laws. These laws help to provide transparency, and allow for equal meaningful access in the vote counting process.

Without trust in that process, we may as well be a 3rd world country as far as voting goes.

Mr. Trump is now pursuing legal challenges in Pennsylvania, Wisconsin, Michigan, Arizona, and Nevada, and there will be an automatic recount in Georgia, given Mr. *****'s 0.29-point lead there. Senate Majority Leader Mitch McConnell is correct that Mr. Trump is "100 percent within his rights" to go to court over concerns about fraud and transparency. But the president's efforts are unlikely to move a single state from Mr. *****'s column, and certainly they're not enough to change the final outcome.

Hmm we just had voter fraud on a large scale a few months ago because of mail on ballots. But now that we did more mail voting there's very little or none. Lol.
I have a bridge to sell you.

Caveats from the NY Times piece:

"But some election experts said it was somewhat misleading to use the Paterson scandal as a cudgel to discredit mail-in voting, noting that election fraud is extremely rare and, as the case in New Jersey shows, is usually easy to detect."

              and

"Voting experts say seizing on a relatively small case involving a handful of people to tar efforts to make voting easier has become a tactic to disenfranchise voters.

If these claims are true and these people are saying theyve seen voter fraud, they need to produce what that looks like,?said Amber McReynolds, the chief executive of the National Vote at Home Institute and Coalition, a nonpartisan group focused on expanding access to the ballot. Every time Ive ever asked for that, nobody has ever given it to me.?br />
Mr. Murphy has also dismissed criticisms that the Paterson scandal signals larger issues with mail-in voting, arguing that the rejected ballots show that even a quickly rolled-out vote-by-mail election can weed out ineligible votes.
