The strategy: Let the perp run because she has a gun and open fire on her. Im not making any personal judgements here. That cop just sort of let her go... they knew she had a gun.
When one is untrained they recoil in fear at any weapon. With four cops they should have not let her go, smothered her and disarmed here. He had her arm.
This is an example of how bad training makes for more danger and loss of human life. Once they let her go they had to shoot and shoot and shoot because yeah, she could return fire. the proper thing to do is not let the perp get distance, not to back off let her run and shoot her down.
Let me make two things clear here: I am not blaming the cops. They don't have the training, they are being told through coded language "Shoot and empty your clip ask questions later."
I am not making a moral judgement. Good training, handling a situation with a minimum of harm is its own reward.
I am making a training judgement: In classical Ju Jutsu, with a minimum of intense, professional training, 6 months or so, one should be able to take a suspect down easily when they have one arm and assistance from others.

Easy to second guess after the fact. No way I would have seen that coming either. If you knew you were dealing with someone desperate/crazy enough to do something like that you would handle it differently but then get criticized for overreacting.
