Here's the thing about loopholes, right...
January 2019 - I start a job, pays $100k/year or about $6k/month after taxes. They paid $6k on the first check in relocation with a clause to pay it back if I left before two years. But that reloc was taxed as income (TCJA) so I only got $3k of it.
Job turns out to be garbage, a bunch of nonsense, with a supervisor that didn't know what the hell she was doing. Can't take PTO, can't take 401k, mandatory furloughs where you go unpaid in violation of the law, forced commute past four school districts (which basically forced you to work a 7am shift), no remote work, etc. Just all around terrible.
April, this sup hands me a PIP trying to tell me a checklist of nonsense tasks and says it's not negotiable. I sign it - then go back to my desk, use THEIR computer to write up a resignation letter with no notice, and leave it with my badge on my manager's desk. Say goodbye to the team, who had helped me learn the ropes. A week later I form a business.
Fast forward some months, I get my PTO cash out, final check and they tried to send me a demand for the pay back of the reloc as certified. It gets returned, I never get it because the place I'm staying at doesn't do certified mail delivery for some reason. So "officially" there was no request for the money.
August I get my first business client. Now, my monthly business income is $12k.
So total for 2019 ends up around $90k, over the threshold, BUT...of that, I only made $55k as W2 income, which is what the stimulus is based on, because I don't pay myself through the business since it hasn't made enough yet.
So despite being over the limit, I still qualified, because I quit that BS job and was smart about my business.
AND, even better: because of that reloc being taxed as income, but because I was only working there for 4 months, it put me way over the threshold, so I ended up getting over $4k as a tax refund.
So, $5k refund + $1.2k stimulus = affirmative action baby.
