For the fight I have to be 140lbs (10 stones for UK) but Im currently at 154.
Is it possible to shift this weight off in 3 weeks?

It depends. If you walk around at 11 stone then it's possible. But if you've got down to 11 with a lot of training, and despite regular training your weight is still 11 then of course it's going to be more difficult.
Like someone already said, if it took you a lot of work and dieting to get to the weight that you are at now, you might not want to get down to 10 stone, as you'll feel piss tired for your fight.
However, if not, it's more than possible. I dropped 10 pounds in 1.5 weeks just from eating right and doing moderate exercise. 14 lbs in 3 weeks is not hard if you're eating like **** right now.
Well now that it's only 7-8lbs that is alot easier. But why would you try and lose 14lbs only three weeks before an amature fight?
I've said this time and time again. Amatures need to realize pro's cut the weight and they have 24 hours to rehydrate and replenish their body. As an amture you have a few hours at max. You are killing your body and just hurting yourself, and will not be able to perform as good as you should/can.
Cutting a few pounds is fine, and theres nothing wrong with that. But as an amature you shouldn't just cut a bunch of weight right before a fight. You should be gradually losing that weight so your body will get accustomed to it. Keeping yourself in shape and maintaining your fight weight will help you out tons. That way when you have a fight, you are already at your weight or only 2-3 pounds over, and that can be cut in one good night of conditioning.
