Im really torn on this one. On one hand he is the champ at two weights, has never been beat, and defended his title a record amount of times. That alone should put him in the top 25...but, then I ask myself "Who did he really beat?" and I look at the list of fighters named in the first post, I start to really debate this with myself. Not an easy call.

im from wales right, and even people here are very proud of joe i dont know if i would have him my top 25 . i kno this might sound strange but personally i dont get excited when i here his fight is coming up soon like i would tyson , jones jr etc, these guys bring fear and explosivness there for i dont kno about top 25 , sorry , hopkins 4-5 years ago could be different stroy had he fought joe then

I'm not adopting this argument just to suit my case; I've said in the past that when it comes to Tarver's loss to Hopkins, Jones' loss to Tarver and Johnson, Winky's loss to Hopkins, Hatton's loss to Mayweather and pretty much every other fight where the loser had claimed afterwards that weight, injury or bad preparation was the cause of their defeat that I don't accept the excuses offered.
The exception to that rule is age. The Tszyu who fought Hatton was nowhere near his prime, no disagreements there, but as I didn't mention the Hatton fight in my post it isn't really relevant.
