      I'm presuming you mean Burley, as that's the only possible name you could mention. He fought Gavilan, Turpin, etc.

          Webb was good but he couldn't beat Gene Fullmer in two attempts.

          Robinson always beat his top ranked challenger whatever the colour of his skin.

          Henry Armstrong was the number 1 welterweight contender before Robinson beat him.
          Jackie Wilson was top 3.
          Tommy Bell was number 1.
          Bernard Docusen was top 3.
          George Costner was top 2.
          Kid Gavilan was number 1.

                Ray didn't fight them because it didn't make much sense, financially or rankings-wise. Point out a single top rated contender of any colour that Robinson didn't fight in the weight division he campaigned at (and I'm not talking about fringe contenders like Calhoun).

                It's ignorant to blame Robinson for ducking career middleweights/light heavyweights when he himself was a welterweight. When he did fight middleweights in the 1940's, he fought top ranked men like Jake LaMotta, Jose Basora and Georgie Abrams.

                At welterweight he fought top ranked black contenders (since it seems to be so important to you) California Jackie Wilson, Henry Armstrong, Kid Gavilan, George Costner, Tommy Bell. All of them were rated top 3 in the division.

                He only made a serious campaign as a middleweight in 1950, when the likes of Chase, Marshall and Booker were long retired. Again, he fights the only top ranked black contenders Randy Turpin and Ray Barnes. He also fought Robert Villemain, Jose Basora, Bobo Olson, Jake LaMotta, Holley Mims and Rocky Graziano.

                During his comeback, he was seriously considering a fight with Floyd Patterson, but Cus D'Amato turned it down.

                Here's what Charley Burley had to say about the whole thing:

                "Ray ducked me. George Gainford (Ray's manager) admitted that much. But, I can't say I blame him. There wasn't no money in us fighting each other. All we would have done is knock each other off."

                "You know, to me the most remarkable thing about Ray's career is that he didn't even get a shot at the welterweight title til he was 26- or the middleweight title til' he was 30! You think he was the greatest? What do you think he'd a been if he'd gotten his chances when he deserved them? You wanna know the truth? If I coulda' got my shot, I wouldn't have risked it fighting someone like Ray."
