In the end, that is all it is, a mistake. It is though (when combined with his many other similar mistakes) strong evidence of advanced dementia. What people don't get is that it doesn't really matter as ***** is not calling the shots. I'm sure that those actually make the decisions for this administration know exactly what they are doing.
