For the sake of storyline I want Jason Moloney to fight Nakatani next (after he defeats Santiago next month) as a revenge unification fight for Andrew, then the winner fights Rodriguez.

Sounds like Maloney's has different plans though.
Given his age I think Moloney also wants unification fights, so he will probably take any chance for another belt. However younger Inoue and Santiago both have matches already scheduled next month (on the same card in Japan too) and they both have a solid chance of losing them then quite bluntly, so he probably chose to call out Rodriguez for now with the history being a bonus gravy. Now Rodriguez can't plan his next fight until after his mandatory defense against Nishida in March/April either, but until the purse bid is settled he is free for now so it makes sense.
Moloney isn't the type that ducks to keep his record since he already has two losses in his career against Rodriguez and elder Inoue, so if Nakatani comes knocking on the door next month after he grabs the belt from Santiago he will probably accept the offer.

I don't know exactly what happens or was said during an alphabet convention so you could be correct, but I think timing may have played a role.
Moloney got his strap on mid-May last year, and his voluntary defense with Sanchez was on mid-January. I believe the news first was released to public in the beginning of November, so the negotiations were probably already in play by October or perhaps earlier before Nakatani's last match. Nakatani had his second and last match at 115 on late September and announced the Santiago match and also officially vacated the belt in mid-December. Prior to it, he was talking about a potential unification if possible, so they probably called around the 115 belt holders prior to calling 118 guys.
